Project Overview

The PMD Modernisation & Revenue Sustainability Programme was designed to support Pakistan Meteorological Department in transforming its service delivery model through digital infrastructure, data access systems, and revenue-generating service frameworks. WeatherWalay brought its full-stack hydromet expertise to the project, designing and delivering an integrated suite of public-facing, operator-facing, and developer-grade platforms. These included a consumer weather application, an internal PMD management portal, a numerical weather forecast API, GIS-based decision-support tools, a historical data digitisation framework, a customer-facing data portal, and payment gateway integration. The programme also included a structured advisory component focused on classifying PMD's data and services along the public-private goods spectrum, guiding decisions around public access, commercial pricing, subsidised services, and monetisation opportunities.

Strategic Objective

To modernise Pakistan Meteorological Department by developing digital platforms, data access systems, commercial service models, and institutional frameworks that improve public weather service delivery while enabling PMD to move toward partial revenue sustainability.

Key Components

  • Consumer-facing PMD weather application
  • Operator-facing PMD management portal
  • Historical meteorological data digitisation and structuring
  • Numerical Weather Prediction forecast API
  • Developer and enterprise access to PMD forecast products
  • GIS-based visualisation and analysis tools
  • Customer-facing PMD data portal and marketplace
  • Digital payment gateway integration
  • Business model and revenue strategy design
  • Public vs private goods classification framework
  • Service packaging, pricing tiers, and commercial partnership models
  • Post-project support for portal operations and payment infrastructure

Anticipated Outcomes

Improved Public Weather Access

Consumer weather application and digital channels improve public access to PMD-branded forecasts, alerts, and weather observations.

Stronger Institutional Capacity

The PMD portal and internal systems strengthen PMD's ability to manage digital services, data products, and operational workflows.

Better Use of Historical Data

Digitised historical meteorological records make decades of PMD data accessible for research, planning, analysis, and commercial use.

Developer & Enterprise Enablement

The NWP forecast API enables institutions, developers, and businesses to access PMD forecast products through structured digital channels.

Revenue Sustainability

Data portal, payment integration, pricing framework, and service packaging support PMD's transition toward partial self-financing.

Clear Public-Private Classification

The classification framework helps PMD define which services remain public, which can be monetised, and where subsidies may be required.

Long-Term Digital Modernisation

The programme establishes a foundation for PMD to operate as a more modern, digitally enabled, and service-oriented national meteorological institution.

Sustainability & Institutional Continuity

Although the formal engagement concluded in June 2025, WeatherWalay continues to provide active post-project support to PMD for portal operations, platform maintenance, and payment infrastructure. This continued support ensures continuity, stability, and operational reliability for the digital systems developed under the programme, helping PMD sustain the benefits of the modernisation effort beyond project close.

Why This Project Matters

The PMD Modernisation & Revenue Sustainability Programme is designed to support the long-term transformation of Pakistan's national meteorological service into a more digitally enabled, financially resilient, and user-focused institution. By combining digital platform development, data accessibility, commercial service design, and hydromet advisory, the programme provides PMD with the tools and frameworks needed to improve public service delivery while building new pathways for institutional sustainability.
