Project Overview

The NDMA GIS-Based Disaster Intelligence Platform is a geospatial decision-support system designed to strengthen Pakistan's national disaster preparedness and response ecosystem. Through this platform, WeatherWalay provides NDMA with real-time weather and environmental data through a dedicated portal, allowing disaster management teams to monitor changing conditions across the country. The system supports multi-hazard monitoring by combining weather intelligence, sensor data, administrative boundaries, and risk layers within an interactive GIS environment. The platform enables NDMA to identify high-risk areas, track evolving weather systems, analyse potential impacts, and coordinate preparedness and response actions with greater speed and accuracy. During the monsoon season, the system becomes a critical operational tool for monitoring rainfall, flood risk, severe weather, and other climate-related hazards.

Strategic Objective

To strengthen Pakistan's national disaster preparedness and emergency response capacity by providing NDMA with a unified GIS-based intelligence platform that integrates real-time weather, environmental, and risk data for evidence-based decision-making, early warning, and anticipatory action.

Key Components

  • Dedicated NDMA portal for weather and environmental data access
  • Real-time data integration from WeatherWalay's national sensor network
  • GIS-based hazard monitoring and disaster intelligence interface
  • Multi-layer risk mapping for disaster preparedness and response
  • Weather station data, environmental sensing, and rainfall monitoring
  • Administrative boundary-based analysis for national and sub-national planning
  • Monsoon-focused monitoring and early warning support
  • Situational awareness dashboard for NDMA operational teams
  • Coordination channel between WeatherWalay, NDMA, and PMD
  • Data support for disaster planning, response operations, and official briefings
  • Evidence base for anticipatory action and climate resilience planning

Anticipated Outcomes

Strengthened National Preparedness

Improved ability for NDMA to monitor evolving weather and climate hazards across Pakistan through real-time geospatial intelligence.

Faster Early Warning Coordination

Enhanced coordination between WeatherWalay, NDMA, and PMD for timely sharing, verification, and dissemination of early warning information.

Improved Monsoon Readiness

Dedicated support during the monsoon season enables better tracking of rainfall, flood risks, severe weather, and vulnerable locations.

Evidence-Based Decision-Making

The platform supports data-driven planning and response by converting real-time weather and environmental data into actionable geospatial insights.

Enhanced Situational Awareness

NDMA teams gain a unified operational view of hazards, risks, administrative boundaries, and affected areas through a GIS-based interface.

Support for High-Level Reporting

WeatherWalay's data supports NDMA's disaster planning, response coordination, and official reporting including Prime Minister level briefings.

Stronger Anticipatory Action

By identifying risks before they escalate into disasters, the platform supports proactive preparedness and helps reduce potential impacts on lives, livelihoods, and infrastructure.

Why This Project Matters

The NDMA GIS-Based Disaster Intelligence Platform is designed to become a national decision-support backbone for disaster risk reduction, early warning, and climate resilience planning in Pakistan. By combining WeatherWalay's real-time weather intelligence with NDMA's national disaster management mandate, the platform strengthens Pakistan's capacity to move from reactive emergency response toward proactive, anticipatory disaster management. Through continued data integration, inter-agency coordination, and geospatial innovation, the platform supports a safer, more prepared, and more climate-resilient Pakistan.
